NORGINSA and ACTION NORVEGE. An evaluation of two programmes for Norwegians in French higher education

SIU rapport 2006.

In 1986, an agreement on economical, technological and scientific cooperation between France and Norway, the so called Troll agreement, was signed. One of the many initiatives to emanate from the Troll agreement was to ensure that more Norwegian students would study technology and business administration in France.

Norwegian Centre for International Cooperation in Education (SIU) serves as the National Agency for the programmes. With the prospect of the renegotiations of the agreements in 2005, it was decided to evaluate the programmes. The evaluation, presented in this report, was conducted by Agnete Vabø and Lars Nerdrum, both senior researchers at NIFU STEP – Studies in innovation, research and education, Oslo.
