The Public Sector in Innovation Systems : Module1 – Conceptual Framework

Public sector innovation is increasingly regarded as a central factor to sustain a high level of public services for both citizens and businesses. As the public sector plays an important role in most developed economies, it should not be excluded from our understanding of how the economy evolves. The main objective of this paper is to discuss how innovation in a public sector context may be perceived and conceptualized, and to reflect upon the role that the public sector is often assigned in theorizing on innovation systems.
