Sources for funding

There are four groups of main funding sources for R&D in Norway:

Funds from industrial companies and other business enterprises. Most of the funds are spent within own enterprise.

Funds from ministries, mostly grants for institutions of higher education and research, and allocations channelled through the Research Council of Norway. However, there are also appropriations for R&D programmes and R&D projects commissioned by the ministries themselves or by other governmental agencies. A smaller part is financed by local governments, counties and municipalities, and by state banks.

Other national sources
Own funds at the universities and research institutes, private foundations and gifts, loans, and fund-raising under auspices of voluntary organisations.

Funds from enterprises, institutions and foundations abroad, EU, Nordic and international organisations.
