External review of ENQA Agency Reviews

A new report presents the outcomes of an external review of European Association for Quality Assurance in Higher Education (ENQA) Agency Reviews. An international expert panel coordinated by NIFU carried out the review.

ENQA is a membership organisation that is composed of quality assurance (QA) organisations in the European Higher Education Area.

The evaluation was commissioned by ENQA’s External Review Steering Committee. The evaluation had both a formative and summative aspect. In the summative part of  the evaluation, the panel assessed whether ENQAs agency reviews were in compliance with the principles of The Standards and guidelines for quality assurance in the European Higher Education Area (ESG).

According to the panel’s evaluation, ENQAs agency reviews show substantial compliance with the ESG. The panel highlighted three areas for further development: thematic analysis, fitness for purpose and the procedures for appeals and complaints.

The panel also provided a formative and forward oriented assessment, examining ENQAs potential role for QA agencies’ work and innovation in QA. Finally, the panel offered three scenarios for ENQA to stimulate discussions in the future.
